With much searching and many redirects, I've found the program used to write the insanely tedious shader for particle emitters. (the editor is not tedious)

"Particle Studio is a freeware tool for Quake III Arena. It allows mappers to create particle systems. Some examples of effects possible with Particle studio are steam, fires, sparks and bubbles.
Particle Studio automates an otherwise tedious task. It creates shader and prefab files, and all you have to do is to insert it in your map. That's easy! you'll like it! "
and here it is again :D
