Without a specific script to attack or approve it's impossible to say either way, but there's a couple different trains of thought here.

There is a type of bot most everywhere [at least used to] considers a cheat called a limiter:
When you go full auto with one of the many lead-hoses you start to spread and become less accurate. A limiter is an aim-assisting device that works by slowing down the firing rate to just below the spread so every shot is spot-on.
You remember turbo controllers for console games? They hit the button repeatedly when you hold it down. A limiter does the same thing, but not so fast; it just repeats mouse clicks at a slower speed than the full-auto would fire.

Now, I think if you were to use the standard UrT code [something like '/bind mouse1 attack;wait4;attack;wait4...'] this wouldn't be illegal... or very effective. I dunno, maybe it's totally effective.

The only 'beretta script' I've ever heard of was /bind mwheelup "+attack" /bind mwheeldown "+attack"
I think those silly mice with the extra wheels in funny places might make it easier. I can't hit **** when I fire with my wheel.

i think in general its a script that empties the berretta as fast as possible... its generally found to not be effective because you cant move while shooting (executing a script).  The only one ive really heard people using was mousewheel end even then i find it easier to click as well.

In general there are a number of bugs or exploits inherent to the game code that are generally frowned upon by league play and such made "illegal." They are generally punishable by match forfeits and possibly a short suspension but not considered hacking.  Use of them in pub games is "ok"

Examples:

1) Unclipped areas on maps.  In general the rule in FTW is that if you can't get there by yourself in a single jump it's off limits.  An example is the roofs in prague or the top of the one building on uptown.

2) Sr8 drop: Apparently if you quickly drop the Sr8 after firing it will switch to your pistol/secondary without going through the reload motion.  This is considered illegal in league play.
---- As a side note: I personally think the Sr8 reload should be similar to the SPAS in hitting the reload key after each shot.  In "real life" if and enemy is coming toward you and you miss a shot your not going to spend time fiddling with the bolt action sniper rifle, your gonna toss that thing and pull out another weapon :P

Not sure one the retta script in FTW but I'm pretty sure nobody uses one

I just wanted to say that using a script to fire faster is lame. You have fingers, click faster.
Second, a script that makes you fire faster than you can actually click IS hacking. It isn't cheating, cause the option to script is built into the game and is available to everyone but it is still hacking because it is a work-around. Let's not blur the line between the two.

Could someone xplain to me how big of a difference is  goign from a regular mouse to a "gaming" mouse? Does it make that much of a difference?

Well a regular mouse has 2 buttons, and most nowadays have the scroll wheel. This gives you 3 buttons, and the scrolling. With a gaming mouse, you have a lot more buttons. You could play the whole game with just a mouse if you get one thats good enough
