I think there might already be a map called ut4_school, not 100% sure though. You should call it something better anyway, maybe ut4_kotara?

Wrong folder structure: use "maps", not "map" for your folder structure. The game will NEVER find your .bsp file unless it resides in a folder called "maps" inside of your .pk3

Even after I edited your folder structure, your map is not working for me. I am opening it in FFA mode and I get leak pictures and textures blurs.  Here is the edited .pk3
